Meet Your Principals

Donna K. Fulfer is the owner, founder, and president of Fulfer and Associates, Inc. She began her career working in a tax office in 1972 as a clerical staff member. Over the years, Donna garnered the respect of the clients and of her superiors. She decided to pursue a full-time career in accounting and earned her Certified Public Accountant designation in 1984. Donna proceeded to earn future professional designations in the accounting and investment industry, including the titles of Registered Representative, Certified Financial Planner, Personal Financial Planner, and Chartered Global Management Accountant. In 1992, Donna bought out the firm from which she began her career. She has successfully grown the business and has become well-known for her wide knowledge base and unique ability to convey such information in a clear and concise method to clients of all backgrounds. She has continued to serve the downtown Garland and surrounding areas with passion, caring, and a genuine “family feel” that is unmatched by other CPAs.

Donna has been happily married for over 45 years and has two daughters. The pride and joy of her life is her granddaughter, Hope. Donna is extremely active in her church and throughout the community and views the business as an opportunity to serve in one more capacity.


Deonna Fulfer Osborn is the vice president of Fulfer and Associates, Inc. She was immersed into the business from the time she was a small child, yet it took her two degrees and a few life circumstances before she decided to fully embrace accounting as her career. Once she did so in 2003, she has never looked back. Deonna performed her undergraduate work at Texas A&M University (Whoop!), and her graduate work at Southwest Texas State University (currently Texas State). She earned her Certified Public Accountant designation in January of 2011, and particularly enjoys meeting with clients and focusing on the more complex cases requiring research. Deonna also holds the title of Registered Representative and manages the Investment Strategies sector of the firm. She is passionate about her work with the W.O.W. Group, focusing on empowering women in a unique and educationally enjoyable sisterhood forum.

Deonna has one daughter who is the absolute light of her life. She also has a ten year old cat and a dog, both of whom are treated like other children. Deonna is extremely involved in her community, especially with Wylie Independent School District, and enjoys volunteering “behind the scenes” for all of Hope’s many musical theatre ventures.
